The New Energy Foundation launched New Energy Vanguard 21 (Award Program for 21st Century Type New Energy Equipment/System and Application) in 1996 for the further promotion and spread of the use of new energies.

The commendation system is divided into two categories - the new energy equipment/system category and new energy system application category. After the severe evaluation and investigation by the examination committee, the Minister of International Trade and Industry Prize, Agency of Natural Resources and Energy Director-General Prize, and New Energy Foundation Chairman Prize are given to the outstanding entries of each category. In 1997, the following 14 entries were awarded.

The award-giving ceremony was held at the Science and Technology Center on February 4, 1998, and prize-winning entries were exhibited at the ENEX '98 Show held in Tokyo, Sendai and Fukuoka.
